世界各地的政府都要推动创业。尽管大多数初创企业者能力有限,但是每个小公司就是一个实验,大量的实验对偶尔产生一个可以改变国家经济的公司十分必要——这种必要程度甚至上升到了国际高度。简而言之,创业是一种孵化器,也是取得长期经济胜利的根本所在。

在说明各国创业水平的不同时,人们如今把许多注意力放在国家态度和政策上。但是就算在某一个国家,创业水平也有显著的差别。据说上海人比北京人更具创业精神。乌克兰Kherson的人们就比基辅的人们更愿意创业。

在最近的一次研究中,斯德哥尔摩经济学院的Mariassunta Giannetti和Andrei Simonov说明了瑞典各自治市创业水平的差距之大。他们将创业者定义为那些他们所掌控并在其中工作(至少业余时间)的公司中获取收入的人们,并且他们发现在他们所研究的289个城镇中,创业者占总人口的比例差别显著,范围从1.5%到18.5%。
