危机的关联性

纽约——当世界各国领袖,学者和记者们讨论全球金融危机和伊拉克和阿富汗战争时,他们往往把它们当作不同的问题进行讨论。其实,在当今世界,金融和外交危机往往有着紧密的联系。当我们试图解决金融危机的时候,往往对解决外交关系中的危机问题提供有趣的思路。

如今,有关外交事务的危机不仅仅是阿富汗或是伊拉克问题。越来越多的国家受到冲突的困扰,他们不是通过军事手段就是通过政治谈判来解决问题。其中约有半数的国家由于军事冲突而导致一些人类悲剧和大规模的难民出现。甚而有之,国内的混乱局面往往是恐怖分子,毒品和人口贩子,海盗及其他非法犯罪行为滋生的温床。另外一半左右的国家虽然维持着和平的局面,但国内大多数人的生活来源还是外国的援助——在全球金融危机时刻,这些都是不稳定的因素。

这两类危机都给人类造成了深远的影响:数以千计的家庭在战争中失去亲人。很多人在金融危机中失去了工作,生计,资产,养老金和梦想。在绝大多数的发达国家,政府财政恶化,赤字累累。因此,援助国家的纳税人迫切想知道他们的钱,不论是放在国外还是国内,安全性是第一重要的因素——这也是他们理所应当的要求。
