G20峰会的破题之策

发自马德里——世界经济危机已经成了20国集团(G20)最为迅速有效的催化剂。前三个G20国家首脑会议——华盛顿,伦敦和匹兹堡会议——都因推动了多边主义和全球合作而被人们铭记。但在最近的多伦多峰会上所发生的一切告诉我们,在推动进步方面G20依然有许多工作要做——也必须付出极大的努力才能获得成功。

2008年的华盛顿G20峰会是各方领导人在集团于1997年成立后的首次聚会。G8已经无法继续承担全球经济治理的重任,因为稳定金融市场的必要性已经延伸到了全球范围。如果想对危机做出集体反应的话,就必须听取中国,印度和巴西等国的意见。随着危机进一步恶化,2009年的伦敦峰会通过了前所未有的财政和货币刺激计划,并支持在全球范围内建立一个更加强大也更为完善的金融规管和监察框架。有鉴于G20所取得的上述成功,匹兹堡峰会最终确立了峰会作为国际经济合作的主要平台的作用。

这种承认使人们对G20的期望大增,并赋予其应有的地位:这是唯一一个世界强国和新兴国家能平等对话的论坛。前提很明确:由于危机的影响比从前都更为显著,各国之间的互相依存已经成为无法回避的事实,况且也没有另外一条道路可供选择。但即便如此,在6月多伦多峰会上达成的协议却如此含糊其辞,令所有与会领导人心里都不是滋味。
