二氧化碳是一种在大气中积聚的温室气体,也是造成气温升高的主要原因,二氧化碳的排放是各式各样正常经济活动的副产品。而且,由于二氧化碳排放属于经济学家所谓的“外部不经济”范畴——也就是排放者本人并不承担由排放造成的全部损失——因此排放者在降低二氧化碳排放的问题上表现得并不积极。

吸烟是一个类似的例子:由吸烟所造成的日益增长的医疗成本必须部分由非吸烟者来承担。但排放问题和吸烟问题又不一样,那就是吸烟问题可以通过税收和法规来加以控制,但超量排放二氧化碳却没有全球政府来加以管制,而各国政府都更愿意让其它国家来采取补救措施。不仅如此,像俄罗斯这样的国家甚至可能从西伯利亚变暖中牟得经济利益,因此它与孟加拉这样的国家有着不同的动机,孟加拉是个穷国,很可能会被随全球变暖而来的海平面上升所淹没。
