欧盟扩大的挑战

50多年以来,欧洲人一直渴望着建立更为紧密的经济合作与政治纽带。今年早些时候10个新成员国加入欧盟开启了这一进程中最后的,且可能是最富戏剧性的一章。世界第二大市场的扩张为经济复苏提供了历史性的机遇。

挑战也随着欧盟的扩大而出现。在经济增长缓慢、失业率居高不下和一些国家陷入财政困难的情况下,欧盟的一些老成员国更关注于一些具有潜在破坏性的困难而不是机遇也也是情有可原。

这些问题是实实在在的,但其解决之道还在于扩大后的欧盟的新局面之中:更多的商品和服务贸易,市场一体化和更好的资本配置,以及经济一体化对经济政策潜在的规范作用。
