チャベスの挑戦

先日のベネズエラの国会議員選挙は、昨今、この国が世界から注目を浴びている傾向を確かなものにした。ウゴ・チャベス(Hugo Chávez)大統領は、改めて貧困層からの支持を集め、政治戦略、抜け目のなさ、そして冷酷さにおいてライバルたちをはるかに引き離していることを見せつけた。しかし同時に、チャベスへの投票者数は選挙を重ねるごとに著しく減ってきており、選挙過程の公平さに疑問の声が噴出している。

もちろん、選挙開始数日前になってからの反対勢力の退陣は、チャベスが言うように、選挙過程の問題というよりは、自らの弱点が原因だったのであろう。そして、その弱点こそが、徐々に首を絞めるようなベネズエラの伝統的民主主義体制が生んだものであったことは間違いない。

そうだとしても、反対勢力の失敗は大規模であった。それは2002年4月、民主主義的に選ばれたチャベスを狙ったデモの失敗から、2003年初頭の国立石油会社PEDEVSAで起きたストライキの失敗に及ぶ。政治において、直接衝突の失敗ほど致命的なものは他にない。
