让人难以置信的是,那些最富有的国家——在七月的八国会议上信誓旦旦地要和世界上最贫困的人民团结友好的国家——他们的行为加剧了饥荒。即便是今天,捐助国政府的援助工作仍在舍本逐末。他们用食品救济来对付尼日尔等地的粮食紧缺,却没有帮忙想出长远的解决办法。
