新规则规定,银行高管奖金的现金支付比例必须在30%以下,奖金的40%至60%必须至少延迟3年支付,奖金的50%必须投资于“应急资本”(contingent capital,一种当金融企业出现危机时可以转换为股本的新式债券)。新规则最具新意之处是这些限制不但适用于金融机构的CEO,也适用于所有高层经理(“高层经理”的定义由各国自行决定)。
