苏丹之更重要的问题

特拉维夫-国际刑事法庭上个月对苏丹总统奥马尔·哈桑·艾哈迈得·巴希尔发出了逮捕令,这一事件带来的最直接的后果是绝大部分的援助机构被驱逐出了该国。但是,尽管全球对苏丹达尔富尔地区的关注是有道理的,这一关注却把更重要的问题给掩盖了,这就是:支持在全苏丹实现更广泛的和平的意愿。现在最需要的是,达成一种战略层面的国际共识,以充分推行2005年签订的苏丹全面和平协定(CPA)。

全面和平协定结束了非洲最旷日持久的内战,而这场战争夺去了200多万人的生命。这个协定不仅包括了苏丹南部自决的基准;它还细述了苏丹本身的民主化进程。毕竟,喀土穆政权的压迫性质是导致国家四分五裂的众多冲突的根源。

如果喀土穆政权不改其损害改革进程的行为,并继续破坏已经承诺了的在2011年1月举行有关南部自决问题的公民投票,那么,苏丹人民和整个地区重新陷入全面内战的灾难性后果,是完全有可能出现的。
