纽约—在3月份的德班峰会上,金砖国家(巴西、俄罗斯、印度、中国和南非)领导人宣布有意成立一家新开发银行,旨在“动员资源建设金砖国家和其他新兴经济体和发展中国家的基础设施和可持续发展项目。”

这一决定的重要性怎么强调都不过分。首先,它反映了过去四十年来经济发展的巨大成功(金砖国家GDP之和已经比布雷顿森林体系建立时的发达国家更大)及其所隐含的全球经济实力的再平衡。事实上,这一决定彰显了金砖国家出于自身和全世界利益合作共事的能力和意愿。新兴市场和发展中国家正在自己掌握未来——而此时,发达国家正在自作孽的问题中得过且过。
