在远离民主的国家举行的大选从来就不美丽,阿富汗不久前的投票和伊拉克选举都属于这种情况。但在这些选举中也不能只看到缺陷。

想想哈萨克斯坦,那里的500万民众今年9月刚刚举行了议会下院的选举。西方媒体认为这是一次失败的选举。CNN说它"既不平等也不自由。" 《经济学家》杂志 也冷嘲热讽,说"选举结果"是个大大的问号。很多媒体都援引欧洲安全与合作组织的调查结论,说这次选举工作存在着"严重的缺陷。"

那些选举 是有 缺陷,但也只有很少一部分违规行为是人为操纵的结果。选举时我们就在那儿,而且走访了8家城乡投票点,还和大约100名投票民众、选举官员、观察家和6个政党的官方人士进行了交谈。多数缺陷是组织工作不当造成的结果。
