新加坡——这一年世界将被笼罩在厚重的愁云惨雾之中。经济会停滞,政府会垮台,公司会破产。然而最大的危险在于一种无助感。要想防止产生无助感,我们就得解决一些庞大的,而且显然很棘手的问题。世界贸易组织多哈回合谈判的闭幕提供了这样一种机会。然而一个更好的机会在于解决巴以冲突。

全世界的许多人,尤其是西方人,都已经说服他们自己巴以冲突是无法解决的。在著名的奥斯陆协议于1993年签订以后,已经进行了好几轮努力来争取和平,但是均告失败。然而很少有人注意到一些力量已经集结出现,这是不同寻常的,它为解决问题打开了一扇全新的窗户。如此这般的地缘政治机会寥寥无几,倘若不能掌握,将会引发巨大的悲剧。

一种近乎普遍的共识从开始就存在:任何解决方案都将以2001年1月克林顿总统提出的塔巴协议为基础。巴勒斯坦的外交官们告诉我他们能够接受这样的一揽子协议。
