El difícil camino de la sucesión de Arafat

Para comprender qué será de la causa palestina sin Yasser Arafat, consideremos los varios cargos que ostenta actualmente. Arafat es Jefe del Comité Ejecutivo de la OLP, Presidente de la Autoridad Nacional Palestina, Comandante en jefe de las fuerzas palestinas y jefe del movimiento Fatah.

La OLP encarna las aspiraciones nacionales palestinas de alcanzar su independencia y su calidad de estado. Es el más importante ente político del conjunto de los palestinos, tanto quienes viven en Palestina como los refugiados y otros que viven en la diáspora. El sucesor de Arafat tendrá que hacer malabarismos entre las negociaciones con Israel, que exigirán la concesión del “derecho de retorno” de los refugiados a Palestina, y las aspiraciones de más de tres millones de palestinos que desean volver a sus hogares, de los que fueron expulsados en las guerras de 1948 y 1967.

El sucesor de Arafat como Presidente de la Autoridad Nacional Palestina estará obligado por los Acuerdos de Oslo, que crearon un gobierno interino, encabezado ahora por el Primer Ministro Ahmad Qurei, quien es responsable de las vidas cotidianas de los palestinos en Gaza y Cisjordania. Los palestinos tendrán que decidir si dan verdadero poder al presidente de la ANP o hacen que este cargo siga siendo meramente simbólico, como ocurre ahora. Esta última opción haría de Qurei un primer ministro con poderes, que es lo que muchos palestinos (y otros) desean.
