朝鲜的勒索导弹

东京——12月12日上午从朝鲜西海发射的Unha-3型火箭在12分钟后掠过冲绳岛上方的日本领空,之后在菲律宾以东约300公里的太平洋海域坠毁。此次发射略有些出人意料,因为韩国情报部门曾有消息称发射计划已经取消。

更令人意想不到的是导弹发射成功,朝鲜第十个加盟全球“太空俱乐部”(2008年伊朗成功发射萨菲尔火箭后第九个加盟)。继Unha-2之后的Unha-3是重达92吨的三级火箭,2009年Unha-2在发射时曾遭遇惨败,因此朝鲜导弹技术在如此短期内的显著进步令各国政府深感震惊。

联合国安理会作出回应,就加强对朝鲜制裁的决议进行辩论。不出所料,只有中国反对新的制裁措施,强调“不应采取行动加剧朝鲜半岛的紧张局势。”中国曾数次同意安理会对伊朗实施制裁,但同意对朝鲜制裁决议却只有两次,而且这两次都是在朝鲜进行核试验以后(分别是2006及2009年)。
