纽约-本月初,吉尔吉斯斯坦总统库尔曼别克·巴基耶夫必恭必敬地来到莫斯科请求财政援助。为了让他的请求更令人愉快,巴基耶夫宣布,他已要求美国关闭其在吉尔吉斯斯坦的用以向邻国阿富汗增派北约部队的空军基地。同样,去年年底,冰岛政府也曾请求俄罗斯帮助其银行体系摆脱困境,而巴基斯坦总统阿西夫·阿里·扎尔达里也曾访华,希望能获得救援现金的注入。

一些观察家把这些事件作为美国国际影响力下降的证据。但还要注意到更重要的一个现象:到目前为止,除了相对小规模的资金提供给了吉尔吉斯之外,俄罗斯和中国还没有提供过多少帮助。
