布什总统正在亚洲参加在中国举行的亚太经合组织会议。但是,他还应当关注另一场他没有获邀参加的亚洲峰会。十二月份,马来西亚将主办一场有意排斥美国的亚洲峰会。据许多资深观察家说,美国在该地区的吸引力正在下降,而其他国家的诱惑,或者说是“柔性力量”则已经提高。

亚洲国家具备柔性力量所需要的巨大的潜在资源。在过去数百年中,亚洲古老文化的艺术、时装和美食对于世界其他地方产生强烈的影响。但是,当亚洲落后于西方的工业革命时,经历了一段时间的相对衰落。这降低了它的影响力。
