香港——泰国前总理他信·西那瓦(Thaksin Shinawatra)在结束香港的流亡生活时表现得优雅自若:“谢谢香港给了我如此温情的款待。这里是一个我会一直想念的地方。”

如果他信说的是心里话,那么将这座东道城市最令人钦佩的优势带回泰国会令他的家乡受益匪浅。其中有两项优势最为重要:一个是总体上廉洁、高效、透明和可靠的政府,还有一个是开放和有竞争力的经济。

当然,香港也绝非完美:中国大陆的政治与习惯正在慢慢地侵蚀着这座小岛。尽管如此,世界排名首位的腐败评估机构透明国际还是把香港排在了2007年最洁净社会的第14位。
