从商业、运输到劳动、教育等高级部长同样由四星上将担任。就连外交部长也不是职业外交官而是将军。现政府有数的几位技术官员,包括副总理和财政部长,都还是上届2006-2007年政变政府留下来的旧人,并且他们没有实权的抱怨时有耳闻。
