被弱者袭击十年后的反思

发自剑桥——基地组织十年前发动的恐怖袭击对美国乃至国际舆论都造成了极大冲击。如今事隔十年,我们又能从中学到些什么呢?

所有曾经乘坐美国航班或者希望进入华盛顿特区政府建筑的人都会体会到9·11事件后美国安保系统的极大变化。虽然对恐怖主义的警惕有所提高,移民限制也进一步收紧,但9·11事件发生初期那种草木皆兵的状态却也逐渐缓和。新成立的国土安全部,国家情报总监以及行政级别提升的反恐中心并未改变美国政府,同时对大多数美国人来说个人自由只受到了微小的影响。自那以后美国并未遭遇任何大规模袭击,人们的生活也恢复如常。

但这种显而易见的复原不应模糊了9·11事件本身的重大长期意义。正如笔者在拙作《权力的未来》一书中所论证的那样,信息时代其中一个最重大的权力转换就是非国家参与者的实力增强。要知道基地组织所杀害的美国人数量比日本袭击珍珠港时还多。这或许可以称之为“战争的私人化”。
