伊拉克梦的幻灭

伦敦——二十五年前,1988年3月16日,萨达姆·侯赛因的军队在库尔德人聚居的哈莱卜杰镇释放毒气。那次袭击共造成约5,000人死亡,10,000多人受伤,迄今为止仍是历史上针对平民人口发动的最大规模的化学袭击行动。

鉴于哈莱卜杰暴行、灭绝库尔德人的大规模安法尔行动和遍布全国的大规模镇压,对“现在伊拉克是否好过萨达姆治下?”的问题似乎不该有什么疑问。伊拉克人推翻了造成至少百万民众死亡的独裁者,此人的政策(在国际社会配合下)24年内三次将伊拉克拖入战争,并让普通百姓生活在联合国最严厉的制裁之中。是的,伊拉克最好没有这个绝对的暴君。

但对我们这些2003年起就参与伊拉克重建的人来说,这样的回答未免有些避重就轻。我们的标准应该比这高得多。战争成功与否当然要看建立宪政民主和重建国内经济的目标是否达到。如果根据上述标准,伊拉克战争的失败令人刻骨铭心。
