柏林—叙利亚反对派积极分子总是对他们所得到的国际支持表示失望。尽管所谓的“叙利亚之友”(定期集会在联合国安理会框架之外讨论叙利亚状况的一组国家)的上一次会议决定增加财务援助,但真正外部援助承诺仍相当可疑。

美国、欧盟、土耳其和大部分阿拉伯国家一致认为叙利亚总统巴沙尔·阿萨德政权已不再合法。他们收紧了对叙利亚政府的制裁,并给予反对势力各种各样的支持。一些国家提供了自动化武器、弹药和火箭弹。但武器提供已经枯竭,起义军对防空武器的要求也一直没有回应。

此外,不论是叙利亚的邻国还是西方国家,政府都不愿采取军事干预。事实上,尽管口头宣称团结一致,但它们拒绝沿邻国边境建立叙利亚平民保护区,或为叙利亚空军设置禁飞区。结果,叙利亚反对派认为他们是在孤军与巴沙尔的苛政奋战。
