叙利亚的危险联系

前黎巴嫩总理拉菲克·哈里里遇刺之后,全世界的目光都盯住了叙利亚。黎巴嫩反对党和哈里里的支持者公开指责叙利亚总统巴沙尔·阿萨德政权要对刺杀事件负责。布什政府虽然没有正式指责叙利亚,却用实际行动表达了相同的意思,召回了驻大马士革的大使。叙利亚拒绝按照联合国决议从黎巴嫩撤出军队,有消息说这引起了美国的极大愤慨。

黎巴嫩反抗叙利亚霸权的斗争日益激烈,但这只是叙利亚需要解决的四个问题之一,在上述四个方面,叙利亚所作的努力都远远不够。另外三个问题是:叙利亚在伊拉克的所作所为、叙美关系和国内改革的需求。叙利亚政权向来以充满危害的顽固闻名于世,上述挑战有可能愈演愈烈,使叙利亚比现在遭到国际社会的更多排斥。

在黎巴嫩问题上,叙利亚多次误解了布什政府的意愿。去年9月,美国与法国一道提出了联合国安理会1559号决议,要求叙利亚撤军并解除以真主党为首的一切民兵武装。这项提议是在去年9月阿萨德置法美警告于不顾,违反宪法规定加大黎巴嫩总统埃米勒·拉胡德的权限后做出的。但迄今为止,叙利亚官员还在非公开场合认为美国的撤军要求不是认真的。
