可持续发展的全球化

华盛顿—世界如何结束极端贫困、改善人类福祉的问题将在2015年呈现新的紧迫性——今年,千年发展目标(Millennium Development Goals)将到期,新一组目标——计划中的可持续发展目标(Sustainable Development Goals)将制定完成。

联合国秘书长潘基文的《综合报告》(Synthesis Report)列出了2015年后日程的主要要素,就可持续发展应该是怎样的、世界领导人应该在未来15年做些什么以实现可持续发展的问题给出了指引。在经历了为期两年的确定可持续发展的“什么”问题后,未来一年必须专注于如何实现可持续发展的问题。

核心目标是宏大的:2030年结束极端贫困。要实现这一目标,可持续发展目标需要摆脱二十世纪的发展模式——即富裕国家出钱接济贫穷国家,主要解决养活饥民、改善健康和教育条件的问题。千年发展目标在这些领域取得了令人瞩目的成功。但情况已经发生了重大变化。一些新兴经济体——包括中国、印度、巴西和南非——正在竞相朝现代化迈进。私人部门正在经济发展中扮演更重要的角色。环境破坏正在威胁近几十年来所取得的进展。
