СТОКГОЛЬМ – 25 сентября, мировые лидеры соберутся в Нью-Йорке, чтобы принять новые Цели Устойчивого Развития (ЦУР). 17 голов и 169 смежных целевых задач, которые составляют ЦУР, будут результатом интенсивных политических переговоров и позволят установить ориентиры на ближайшие 15 лет для достижения намеченной международным сообществом всеобъемлющей цели: «покончить с нищетой во всех ее формах и повсюду».

Цели Устойчивого Развития благородные и безусловно амбициозные. Но всё-таки в эпохе глубоких научно-технических перемен, они остаются удивительно обычными. Информационные технологии – определяющее социально-экономическое развитие этого века – получают только краткое упоминание (в одной из подцелей). В документе нигде нет даже намека на революционную роль, которую смог бы сыграть в искоренении бедности восходящий взрыв в связи, информации и данных.

Нет никакого сомнения, что информационные технологии влияют на экономический рост. Правительства, политики и международные организации должны более эффективно использовать возможности Интернета, чтобы служить глобальному развитию и улучшению индивидуальных возможностей.
