日内瓦—几十年来世界领导人的不情不愿让快速、平稳、有目的地朝可持续发展的转型看起来已不再可能。事实上,纵观人类历史,如此巨大的变化常常是环境迫使世界做出改变,而领导人总是专注短期考虑,如政治动荡和经济停滞等,直到他们的经济和社会面临严重破坏。

但这并不是宿命。决策者可以制定方案,利用当下的挑战引导向更加可持续、更加包容的未来的转变。

今年是“可持续发展之年”,为我们提供了这一方面的理想机会。在3月份的日本仙台高级别会议和7月份的埃塞俄比亚亚的斯亚贝巴高级别会议上,世界领导人将追求更紧密地合作以降低灾难风险(仙台)、动员发展金融(亚的斯亚贝巴)。9月份,联合国将发布可持续发展目标,作为2030年前全球发展措施框架。
