伦敦—新的解决气候变化的全球协议正在形成中,美国和欧盟正式联手将削减温室气体排放的计划递交给联合国气候变化框架公约(UNFCCC)。美国成为首批承诺实质性气候行动的国家之一,这释放出强烈的信号。不久后,包括中国和印度在内的多个国家预计也将递交各自的计划。
