核材料和其他放射性材料落入坏人之手的风险是实实在在的。核设施的安全漏洞令人尴尬,敏感材料常常得不到充分保护。事实上,国际原子能机构(IAEA)记录表明,每年都有大量与核材料和放射性材料有关的盗窃和其他非法行为。这些事件大多是小事情,但也不乏大事。一些材料丢失后再也没能找回。

两年前,摩尔多瓦发生了一起牵涉到高浓缩铀的事故(高浓缩铀可用于核武器),凸显出威胁之巨以及国家认真对待这一问题时采取有效遏制措施的可能性。警方从一名个人贩子手中搜获了一些浓缩铀。走私者制造了屏蔽容器来躲避检测,对他们来说,这是值得担忧的技术水平。
