欧元带给东亚的教训

发自首尔——东亚可以从欧元危机中学到两个宝贵的教益。首先,不要过快推进金融以及货币整合的进程;其次,在实施这一切之前先要制定出合适的体制框架。

事实上,由于东亚地区内部的经济和政治状况存在着极大的差异,因此各国都不太愿意在短期内向一个区域性的固定汇率体系或者单一货币联盟推进。或许在几十年后该地区的国家会发展出一套推进财政一体化的体制,例如类似欧盟现在正在创设的那种单一银行监管机构。

但即便如此,亚洲地区的政策制定者们应当携手改善旨在预防和管控危机的合作机制。而其中最有前景的则要数东盟+3——10个东南亚国家联盟会员国加上中日韩三国——所制定的《清迈倡议多边化协议》。这个总额1200亿美元的区域性货币储备池在2010年启动以在紧急关头为成员国提供短期流动性。
