窃窃私语的南亚仇敌

发自伊斯兰堡——上周南亚区域合作联盟(SAARC)在马尔代夫召开了第17届年度峰会,各成员国领导人均有出席。以往的SAARC年会在促进区域合作方面一般都鲜有进展。唯一值得铭记的还是在促进印度和巴基斯坦两国交流方面的进展。而本次年会也不例外,各种迹象表明,两国关系正日渐升温。

印巴关系一直是深化南亚经济合作的主要障碍,而当两国政府愿意为共同福祉展开合作的时候,也就是这种关系得到实质改善的时候。2004年曾出现过这样的曙光,当时两国政府不但同意开展“全面对话”,内容涵盖了导致两国隔阂数十年的八个议题,而且还同意共同创建南亚自由贸易区(SAFTA)。如果不是达成了这有限的几个协议,南亚将一直停滞不前。

SAFTA于2006年7月正式启动,但在改善印巴双边贸易方面却收效甚微。 两国自1947年首次爆发贸易战(以及武装斗争)以来一直都纷争不断。2008年9月,印度金融中心孟买遭到了一伙恐怖分子的袭击,事后印度指责巴基斯坦参与此次袭击并断然终止了所有贸易往来。由于两国都无法消除数十年积累下来的仇恨和强烈敌意,全面对话活动也被束之高阁。
