索马里的新海盗

摩加迪休—索马里拥有非洲大陆最长的海岸线。我国富饶的海域是全世界物产最丰富的海域之一,这里有成群结队的黄鳍金枪鱼、蓝枪鱼、鲯鳅和鳁鱼。但是30多年来,这片富饶的海洋荒野沦为冲突之源,来自外国的非法、未报告和不受监管(IUU)渔船肆无忌惮地掠夺着我们的大海——偷取我们的鱼,运到遥远的港口卖出。

仅仅几年前,IUU渔船的入侵催生了一大波索马里海盗,导致全球海洋运输业付出数十亿美元的收入损失。非法外国渔船逃离我国海域后,索马里海盗很快又将注意力对准了更加有利可图的船只,比如货轮和油轮。此外,如今海盗已经基本肃清,越来越多的证据表明外国渔船又回来掠夺我国海域了。

安全渔业(Secure Fisheries)组织的新报告——《保卫索马里渔场》(Securing Somali Fisheries)所披露的新卫星数据表明,如今外国IUU渔船的捕捞量是索马里渔船的四倍。它们把目标对准了我国海域内价值最高的鱼种,导致索马里渔船只能竞争低价值鱼种。
