中国是非洲之友吗?

发自喀麦隆首都雅温得——对许多发展中国家而言,外国直接投资被视为非常积极正面的东西。跨国公司为东道国带来资金、技能,技术以及高道德标准。但也有人认为这些投资者不一定都是善意的:许多投资方被指责干预当地政治,污染环境,压榨劳动力以及进行其他非法活动。作为国外势力在政治,经济以及商业开发上都拥有历史的大陆,针对中国在非洲大陆投资的辩论尤为激烈。

中国怀疑论者中流行的所谓“新殖民主义流派”认为中国与非洲经济关系的本质是帝国统治。怀疑论者认为,中国专注于榨取最大的短期利润,很少考虑治理标准,更遑论东道国的长远发展目标。

另一些人认为,这种关系更多的是一个资本主义自由市场原则的简单作用,而不是剥削。因为根据资本主义自由市场原则,没有强势谈判地位的一方自当忍受严苛的条款。还有一些人持有一个更善意的观点:正如“非洲发展新伙伴计划”——一个谋求增强非洲国家国际关系的泛非组织——希望的那样,中非之间形成了合作关系。
