布什总统表示无法接受伊朗发展核武器,近来的新闻报道也显示布什政府正在研究预防性军事策略。而伊朗总统内贾德则对欧盟和其他国家的外交斡旋无动于衷,利用核问题积集国内的支持。现在要阻止公开的冲突,是否为时已晚?

伊朗宣称其核计划的目的仅在于和平用途,辩称自己作为“核不扩散条约”(NPT)的签字国有权发展铀浓缩等技术。然而该国花了18年的时间来迷惑监督机构“国际原子能组织”派出的调查员,以致有的国家认为伊朗已经自毁信誉,放弃了在本国土地上发展铀浓缩的权利。

俄罗斯提出为其在伊朗修建的民用反应堆提供核浓缩和再处理服务。如果伊朗的确只对和平用途感兴趣,那么俄罗斯的提议或者其他某些计划(如在伊朗存放低浓度铀)就足以满足他们的需要。然而伊朗坚持要在国内发展浓缩铀,因此人们普遍认为该国企图生产高浓度铀,用以制造原子弹。
