中国应当被遏制吗?

发自剑桥——就在40年前的7月,亨利·基辛格秘密访问北京,着手修复中美两国间长达20年的外交裂痕。而那次访问以及随后美国总统理查德·尼克松的访华都意味着冷战中的一次重新结盟,从此双方摒弃激烈对立,成功联手遏制了苏联的扩张主义行动。

如今苏联早已灰飞烟灭,而中国却在不断膨胀。有些美国人认为中国不可能以和平的方式实现崛起,应当立刻采取政策进行遏制。事实上许多中国官员也认为这就是美国的现行战略。但这些人都错了。

毕竟在美国对苏联的冷战遏制过程中,双方基本不存在任何贸易往来,社会间接触也少之又少。相比之下如今的美国不仅与中国有着巨额双边贸易,还具备广泛的社会接触,其中包括12.5万名在美国各大学求学的中国留学生。
