借萨拉热窝的东风

发自伦敦——在官方层面来说,欧盟只有一个巴尔干政策:那就是争取将该区域的6个国家吸收入盟。而在2003年6月于希腊萨洛尼卡召开的欧盟-西巴尔干地区峰会上,欧盟全体成员国也一致重申“对巴尔干西部各国的入盟愿景表示明确支持”。

在该协议以及其他因素的带动下,巴尔干各国都向前迈进了一大步。在塞尔维亚这个巴尔干地区战争破坏最严重的国家,鲍里斯·塔迪奇的政府正试图与欧盟建立更紧密的联系,还与波斯尼亚和黑塞哥维那(简称波黑)一道在2006年时进一步与北约靠拢。到了2009年,克罗地亚和阿尔巴尼亚一同加入了北约。即便是小国黑山也在2006年宣告独立后开始了希望之旅。

而当欧盟制定了关于放宽签证限制的具体条件,并明确表示愿意吸收特定几个巴尔干国家入盟之后,塞尔维亚,马其顿和黑山就着手进行改革并于2009年取得了欧盟免签证待遇,而另外两国也有望在短时间内实现免签。欧盟委员会已经宣布准备好启动马其顿入盟谈判,而黑山,阿尔巴尼亚和塞尔维亚也已经递交了相关申请。
