委员会的报道常常是枯燥之极,而联合国安理会报告的枯燥程度可谓是登峰造极。但是最近的一份联合国改革问题高级别名人小组起草的有关威胁、挑战和变革的报告却是一个例外。十六位政治领袖和前外交部长把理论和政治现实相结合,撰写了这份报告,呼吁联合国进行一次自1945年成立以来最全面的改革。

联合国秘书长科菲·安南将在2005年3月提交这份报告,随后交由各个政府付诸实践。

争论焦点集中在名人小组建议将安理会席位从目前的15席扩大到24席。报告提出两个方案,一是增加六个新常任理事国,如印度、巴西、埃及、南非、日本和德国,以及三个两年制临时成员国。二是增加八个半常任理事国,每四年更新一次,以及一个两年制临时成员国。
