慕尼黑—据YouGov在英国欧盟成员资格公投当天进行的民调数据,移民是“脱欧”支持者认为的最重要的问题,仅次于对独立本身的普遍偏好。但认为脱欧阵营仇外的人误解了问题的性质。拜联邦(Commonwealth)政体所赐,英国是世界上心态最开放的国家之一。指责全体英国人民都仇外是荒谬的。

在现实中,公投的结果反映了对欧盟的设计的合理批评。欧盟的设计主要基于向外部世界开放边境以及自由迁徙和所谓的内部包容原则的结合。欧盟应该将此次英国的失去信心公投视为一次从根本上改变其移民规则的机会。

英国前首相卡梅伦要求在限制欧盟公民自由迁徙的问题上获得更多让步,这是正确的。而从自身利益出发,欧盟现在也应该实施卡梅伦所要求的措施:延迟欧盟移民工人进入东道国福利体系的时间。如果欧盟不取消当前的福利诱惑,就会分崩离析,因为移民问题对于欧盟大部分地区的人民来说是最重要的问题。否认这一点的政党将自取灭亡。
