发自巴黎 —— 去年法国在时隔 43 年后重返北约一体化军事架构,从而为又一个事务所谓“法国例外” exceptions françaises ,意指将法国排除在外的国际事务)的历史画上了句点。而这也有助于设立一个框架,来容纳越来越多关于是应当发展更高效的欧洲防务,还是对美欧大西洋联盟进行重大改革的辩论。

咋一看,法国似乎是抛弃了刚实施了 10 年的欧洲防务与安全政策 European Security and Defense Policy ESPD 而转投北约的怀抱。但对于 该政策 在过去 10 年中所取得的成就来说,这种判断不但过于悲观,而且也是构筑在一种错误理解北约与欧盟之间关系的基础之上的。

事实上,这次回归并不是一次意味着法国从欧洲防务与安全政策的迷梦中苏醒过来而进行的彻底反转。恰恰相反,这是法国耗时 15 年最终实现与北约和解 —— 以及欧洲防务所取得的实质性进展 —— 的产物。
