Une occasion en or pour Sarkozy

LONDRES – Il y a un peu plus de trois ans, en pleine crise financière, j'ai publié un guide sur la régulation du système financier international intitulé Global Financial Regulation: The Essential Guide. J'y décris un réseau complexe de commissions, de conseils et d'agences dont les membres manquent de représentativité, dont les responsabilités se chevauchent, et qui ne disposent pas des moyens adéquats pour faire appliquer leurs décisions - un système qui s'est étendu durant des décennies, sans ligne directrice bien définie ni d'autorité centrale pour élaborer des normes financières internationales cohérentes.

Après tous les événements illustrant les risques intrinsèques liés à cette situation et après une pléthore de sommets et de conférence, ce guide devrait être totalement dépassé. Malheureusement ce n'est pas le cas.

Il est vrai qu'il y a eu certaines améliorations. Au sommet de la pyramide du pouvoir transnational, le G7 a cédé la place au G20 qui inclut des pays comme la Chine et l'Inde désormais participantes à part entière au processus de décision. Aussi les sommets du G20 sont-ils devenus plus lourds à gérer, ce qui traduit le déplacement du pouvoir économique de l'Occident vers l'Orient.
