发自伦敦——就在金融危机集中爆发的三年前,我写了一本关于国际金融管制制度的指南《全球金融管制:必读指南》。书中呈现了一个由众多委员会,理事会以及其他部门组成的全球监管架构,虽看似天网恢恢,但却被责任重叠,代表性缺乏和执行能力不足等问题弄得千疮百孔——这是一个耗费人们数十年的心血积累而成,无奈却始终缺乏一个指导性架构或者核心机构去推动全球统一监管标准的系统。。

随后那几年所发生的一切已经彻底暴露了上述缺陷的内在危险性,又经过一大堆峰会论坛大肆讨论之后,这本2008年出版的金融管制指南似乎已经过时。但不幸的是,情况恰恰相反。

毫无疑问,有些方面已经得到改善。在世界政经金字塔的顶端,7国集团(G7)不得不让位给代表性更强的20国集团(G20),将中国和印度当作全权合作伙伴纳入决策圈内。虽然这也令G20峰会更加臃肿,但却也清晰地反映了经济实力从西方向东方转移的事实
