两年前,俄罗斯人带着满意的心情看世界。我们在外交舞台上的表现超出我们的经济和军事力量。然而时光不再。

去年还是取得了一些成绩的,其中最重要的就是限制经济主权的外债已差不多偿清了。另一方面,尽管俄罗斯的客观力量没有变化,我们在国际事务上的影响力却下降了。从中东到反恐战争,再到限制大规模杀伤性武器扩散的努力,俄罗斯都本应是一个重要的参与者。然而这些问题中找不到俄罗斯人清晰的“脚印”。不错,甚至连欧洲和美国之间不断加深的裂痕也没有阻止俄罗斯丧失地位。

这样的转折令人困惑。弗拉基米尔·普京总统在国际交流中仍然相当有影响力,但是俄罗斯在2004年遭受的数次明显的失败损坏了她的形象,削弱了她在世界上的地位。
