俄罗斯与日本失之交臂

近日,俄罗斯总统梅德韦杰夫访问了南千岛群岛(译者注:北方四岛),北方四岛是苏军在二战结束之前从日本掠夺的岛屿,此项举动清楚地表明俄罗斯不愿归还这些资源丰富的岛屿。对于俄罗斯来说,这不仅仅是一次错失的机会,而且犯了一个严重的战略错误。现阶段,俄罗斯实现其经济现代化失去了日本的帮助,而且面对中国在亚洲的雄心,俄罗斯的担心也与日俱增,对于其人口稀少的的西伯利亚省份,俄罗斯不无忧虑。

只是到现在,俄罗斯才意识到它必须主动积极地保护其在太平洋地区的国家安全利益,可问题是俄罗斯关注的方向选错了。与中国在黄海的演习相对应,俄罗斯在泽捉岛举行了名为“东方—2010”的军事演习(有1500多名军人参加),泽捉岛是俄罗斯所占日本北方四岛中最大的一座岛。整个“东方—2010”演习的参加人数超过2万人。
