俄国对恐怖主义无能为力

为了回应不久前的恐怖袭击的热潮,弗拉基米尔·普京呼吁赋予他更多的权力。而在俄国最主要的军事专家Alexander Golts看来,俄国的问题不是缺乏中央集权,而是权力运用失当,缺乏个人的创造力。

如果还有必要,那么恐怖分子杀害别斯兰数百名俄国儿童就是铁证,向世人昭示着俄国军队和安全部队的无能。来自4个部委的武装便衣毫无意义地乱作一团,既没有明确的领导,也没有清晰的目标。他们浪费了宝贵的分分秒秒,直到暴行无可避免的发生。与此同时,国家安全局(FSB,以前叫KGB)局长帕鲁谢耶夫和内政部(MVD)部长努尔加里耶夫受命于弗拉基米尔·普京总统双双来到现场,却在悲剧发生时踪影全无。

因此俄国人必须再次正视自己的军队是多么无能。实际上,俄国所有的权力机构,包括军队、国家安全局和内政部在内,都无法开展有效的反恐活动。
