俄罗斯并不自由的“自由帝国”

在整个西方,许多人在揣测俄罗斯是否会继续使用天然气作为向乌克兰、格鲁吉亚和其他被克里姆林宫看作是其“近邻”的国家施加经济和政治压力的一种手段。然而,使用“能源武器”并不仅仅是一种策略,而是当前指导俄罗斯外交政策的信条的核心所在。

俄罗斯对于前苏联国家的政策是基于一个“自由帝国”的信条。据此,俄罗斯的大型国有和私营公司通过获取前苏联共和国的资产来控制它们疆域内的重要经济实体。从这种层面上讲,“自由”这个词应该被理解为“新俄罗斯梦想”的帝国应该通过纯粹的经济手段来建立,而不会对其他国家采取任何强制手段。

自然,这种模式主要是通过向前苏联国家提供能源来实现的。尤其是俄罗斯的公用事业巨头俄罗斯天然气工业公司通过提高天然气的价格来作为惩罚“不听话”的邻国的手段。乌克兰因为在橙色革命后急于融入西方而受到了这样的惩罚。然而,在亲俄罗斯的亚努科维奇重新成为乌克兰的总理后,这个国家亲西方的定位已经被大大弱化了。所以,亚努科维奇执政下的乌克兰不会再遭遇俄罗斯天然气供应的问题也就不足为奇了。
