俄罗斯天然气巨头俄罗斯天然气工业公司2006年1月停止向乌克兰和格鲁吉亚输送能源,这一举动在当时被人们普遍地看作克里姆林宫企图用手中的能源对欧洲施加政治影响的明确警告。12个月以后,俄国的一项举措让人们充分认识到了这种行为的严重性,它将对白俄罗斯的能源供应整整切断了三天,从而导致对西欧的原油输送发生大幅波动。
