俄国的“石油换知识”规划

当你在你的欧洲中级汽车或者美国SUV的油箱里加满汽油时,你所支付的钱相当于一个俄国学校教师一个月的工资收入。而且,你每次付钱的时候,你都是在为一个依赖于能源而非信息作为其主要产品的政权提供补贴。你为前现代和没有效率的当局提供资金,甚至更为糟糕的是,你可能在与政治邪恶势力合作。

2006年俄国担任西方八国集团主席。新年伊始,俄国就同乌克兰展开天然气之战。俄国几近垄断供应,因此就认为可以随意定价。但是,乌克兰几乎垄断天然气运送,所以,当向西欧的天然气供应下降之时,俄国立即在这场对峙中退让了。

现代经济所依赖的并非是垄断,而是竞争。当代俄国人消费的是竞争性产品:雀巢燕麦片、奔驰汽车以及好莱坞电影。问题是俄国并不制造这些产品。
