推倒重来的俄罗斯

发自莫斯科——一面是北约军人在苏联卫国战争胜利日参加红场阅兵;一面是莫斯科在与挪威持续40年的海洋边界争端中接受妥协方案;俄罗斯总理普京还在卡廷惨案纪念碑前单膝跪地,纪念被斯大林杀害的波兰死难者:以上这几件事就是某个欧洲报纸认为俄罗斯正变得更友善,更温和的依据。但三个疑问也随之浮现:这是真的吗?为何会产生如此变化?又当如何对俄罗斯的新外交政策做出回应呢?

在这个问题上,还是眼见为实的好。虽然俄罗斯的外交口径(特别是对美国)在去年就有了更改,但就克里姆林宫对联合国安理会第四次伊朗制裁方案的支持看来,当前确实已经发生了某种实质性的变化。此外,在北极地区领土争端中(与挪威方面)作出妥协也不是一件可以随意忽略的小事。

而普京在4月与波兰总理图斯克一道访问卡廷的举动也是标志性的。其实在去年9月普京赴波兰格但斯克出席二战爆发70周年纪念活动时双方就已经开始了正式沟通。而就在俄总理单膝跪地之后三天,一众俄罗斯官员放下手中的工作,不辞劳苦地协助调查导致波兰总统卡钦斯基以及众多高官身亡的坠机事故,并向遇难者表示了哀悼。
