新冷战秩序?

莫斯科—随着2014年临近尾声,显然自1989年以来的欧洲和国际政治结构没有经受住时间的考验。事实上,自冷战结束以来,世界从未面临如此紧张和令人担忧的环境,欧洲和中东因为大国对话破裂而走向流血。世界似乎站在第二次冷战的边缘。甚至有人已经宣布第二次冷战开始了。

与此同时,世界最关键的国际机构——联合国安理会很少起到作用或拿出具体行动阻止战火和杀戮。为何安理会没有拿出评估局面、组织联合行动的计划行动起来?

我认为,一个主要原因是结束冷战过程中的艰苦工作和共同努力所建立起来的信任崩溃了。没有这一信任,当今的全球化世界就无从形成和平的国际关系。
