风险监管所引发的新风险

发自伦敦——当我在1995年开始负责英国银行业监管时,有位在英格兰银行浸淫多年的机敏老鸟警告我说这可是件吃力不讨好的差事。从未有一家报纸印刷过“本周伦敦所有银行运行安全稳妥”的标题。可一旦出现问题却几乎总会被视为监管失败。“愚钝的看门狗趴在方向盘上睡着了”堪称是一个记者可以迅速写进报道内容的经典比喻。

而那些相互冲突的期望则把监管机构压得抬不起头来。银行总想自行其是,除非主动伸手求助。消费者及其政治代表们则希望监管机构了解每笔交易,并准备好在发生任何事故时当今出手干预。在2008年金融危机爆发前那几年里钟摆摆向了不干涉的一端。如今“侵入性”在监管词典中却有着积极的内涵。但这两者之间仍有必要达致一个合理的平衡。

而那机敏老鸟指出的另一点是,为监管行动积累好名声的唯一方法就是对未来的问题发出警告。“监管机构今天警告说……”对于《金融时报》或《华尔街日报》来说是一个绝佳的导语,因为最能让编辑们兴奋的事情莫过于看到读者忧心忡忡的样子了。
