再造韩国奇迹

发自首尔——即将登场的韩国新总统朴槿惠接手的是一个曾为全球经济发展楷模的国度。但随着经济不断放缓,韩国已经转变为一个需要复兴的典型。

所谓的“汉江奇迹”植根于朴槿惠已故的父亲朴正熙——韩国20世纪60年代到70年代的统治者——所发起的改革。韩国的成功体现在它是第一个从经济合作与发展组织(OECD,简称经合组织)受援国转变为捐赠国的国家,而且目前其人均GDP已经超过3万美元(按购买力平价计算)。

然而长期支撑韩国成功的增长模式——一种着重于出口导向型制造业的国家宏观调控模式——对很多韩国人来说不再起作用了。GDP在过去的20年里翻了三倍,但实际工资增长还不到GDP增长速度的一半,经济增长与普通市民的境况已经不再息息相关。
