应对修正主义的俄国

马德里——对某些国家而言,军事或政治失败是无法忍受的耻辱,对于所谓的不公正国际秩序他们会不惜一切代价进行颠覆。埃及就是这类修正主义大国之一,当年曾决意挽回其在1967年埃以战争中的失败并夺回西奈半岛。但只有当萨达特总统接受和平战略访问耶路撒冷,才最终实现了上述目标。最恐怖的实例是20世纪30年代的德国,一战后形成的欧洲秩序几乎被德国彻底颠覆。

历史表明有两种方式能够制衡修正主义强国。其一是以同样的热情与之进行对抗,就像欧洲保守势力1815年击败拿破仑和盟国在二战中击败德国。另一种方法是超越其军事和经济实力的极限,苏联解体就是这方面的具体例子。

目前,俄国还可以选择。它可以像曾经的德国那样选择接受国际秩序。也可以坚持弗拉基米尔·普京总统领导下的俄罗斯路线,制定新的复仇战略——也就是颠覆苏联冷战失败后形成的国际秩序。
